The Spaniards believe in the motives and the desires of the European Powers towards the maintainance [sic] of peace and their interests in the Monarchy. They realize that to retain Cuba something had to be done, and here was an opportunity of granting an armistice, yielding to the Powers and the Pope, and not to the United States. If she will avert the calamity of a disastrous war she must look for the advices of the Powers. This may not prove to be a step taken in time, a few months ago when the President asked for it would have altered the sitation considerably. The reputation of Spain in America at present is not at all flattering and the people will not believe in Spain's fair promises and garantees [sic]. Their reputation since the Maine affair and particularly the De Lôma incident which betrayed too clearly the insincerity of the Spanish government. This is the part that the French and other European papers do not understand. They see only a cloak over these actions to hide the real issue which means the annexation of Cuba. The withdrawal of the Consuls from Cuba is really a belligerant [sic] act but was necessary as a precaution to protect them from the troubles arising from the strained relations between Spain and the United States. Congress has been comparatively docile during the past few days but the message may give them volcanic disturbances that will be felt all over the world. Both powers are making rapid progress in war preparations and the newspapers are loaded with details of purchases of ships, movements of the vessels, and plans for the armies.
