I wonder if this photo was taken at the Barr family estate on Main Street (across from the New Ipswich Historical Society).

The President will send an ultimatum to Spain after signing the resolution of Congress. The House has struck out the clause for the recognition of the Cuban Republic. The Senate has refused to agree to this alteration. This makes a deadlock and a conference is proposed. The conference committee agreed after an exciting day. Riots are occurring in Spain. Congress has entered upon the last stage and there is no hope for a peaceful solution. The privateering question troubles the Powers very much, particularly England who has most at stake.

People don't usually move stone walls so I would look for stone walls on Barr properties. The Barrs also owned property on 'Whirlpool Rd down from the Congregational Church.
