Another mystery spot. Anybody recognize where this might be?

William Jurian Kaula diary
18 APR 1898
The Resolution passed by the Senate consisted of three clauses:
1. Declaring the freedom and independence of the people of Cuba.
2. Calling for the withdrawal of Spain from the Island, and
3. Directing the President to use the armed forces of the Republic for the attainment of these objects.
Once clause disclaims on the part of the United States any intention to control Cuba except by pacification. But disclaiming any ideas of annexation will be doubted in Europe as they cannot understand any other motives for interference. It is incredible to them that war should be brought on for philanthropic ends. It was wrong for the Senate to recognize the Republic of Cuba as the President had objected to this and declared that it would establish a bad precedent and subject to embarrassing conditions with international dealings. The few days delay still gives hope of some satisfactory decision from Spain. Spain has had ample reasons for declaring war but it is her desire to avoid it and will force the United States to take action. The decisive action will not come until the President sends the result of the Resolutions to General Woodford, the American Minister to Spain. The Spanish government does not tolerate any of the actions of Congress and will probably not accept any further proposals from our government. McKinley would like to go slower and allow them time to consider but he has now lost his power and can do but little to prevent the bursting of the storm. Is the mind of the Nation made up to rush into war over a cause that is only partly justifiable? Posterity may prove it to be a lamentable affair and throw great discredit on the Nation. England is much troubled over her commerce in case of war. As neither the United States or Spain signed the so called Treaty of Paris or Declaration of Paris (1856) in which more of the Powers agreed not to use privateers or the right to such neutral vessels. Spain expects to do much damage to our commerce which is more than ten times greater than her own. It is true that we are likely to suffer a great deal in this respect. On the other hand most of the great commerce between America and England is being carried in British ships and much of it is liable to seizure.

Deanna Ramsey Carr sent this photo taken at the Central Cemetery. Thank you for this interesting bit of history, maybe someone has more information about this incident.
So many questions about this. Was Jonas shot on purpose or was it an accident. Did it happen in school?
1. Intersection looks like the first triangle in Smithville EXCEPT FOR the white house - may or may not match the current home.
2. Jonas Billings - checked all the "go to's" for historical research. Nothing of note. Newspapers.com may have something on Jonas Billings. I don't have a membership for that, though.
