We are in the river, above Niagara. It is only the matter of days before the President will carry out the authority imposed upon him to employ the land and sea forces to pacify Cuba! This will be nothing short of a declaration of war. The Senate yesterday recognized the Cuban Republic. It will take a few days before the House and Senate can agree on resolutions. The Government has bought some of the American Liners for auxiliary cruisers. American Consulates in Spain have been attacked by mobs. Spain has opened a national subscription for the increase of the fleet. The American fleet is divided up along the Atlantic and the Gulf of Mexico with the largest squadron at Key West. Another small squadron is in the East at Hong Kong and will act against the Phillipine [sic] Islands in case of war. Spain has dispatched her torpedo flotilla and they are at the Cape Verde Islands some twelve days sail from Puerto Rico.
